1. REPORT ON PAYMENT OF SALARY ARREARS TO GHANA EDUCATION SERVICE EMPLOYEESPayment of salary arrears accruing to the Ghana Education Service (GES) personnel under the Single Spine Salary Structure (SSSS) started at the end of October 2011 with two (2) months arrears for January, 2011 and December, 2010. The second tranche of payment which covered arrears for September, October and November 2010 were paid at the end of December 2011 with December Salary. In January 2012, no arrears were paid as agreed upon by the social partners. However, at the end of February, 2012 arrears for June, July and August, 2010 were paid alongside the salaries for February, 2012. At the end of March, 2012, and in accordance with the agreement, two months’ salary arrears covering the arrears for the months of April and May 2010, were paid alongside the payment of Salaries for March, 2012.
At the end of April, 2012, four (4) months arrears instead of three months (3) as agreed upon in the roadmap, were paid to take care of one (1) month outstanding arrears which was not covered by the agreement with Organized Labour because it was peculiar to GES employees based on the month in which they were migrated unto the Single Spine Salary Structure. The arrears covered the months of January, February, March 2010 and August, 2011. At the end of May, 2012, three (3) months arrears covering May, June and July, 2011 were paid.
The payment of the 4 months arrears in April 2012 completed the payment of all arrears for 2010 and one month arrears for 2011.At the end of June, 2012, it is envisaged that two (2) months arrears covering March and April, 2011 will be paid alongside the salaries for June 2012. Per the agreement, at the end of July, 2012, salary arrears for January and February, 2011 and April 2012 will be paid alongside the salaries for July 2012.This payment will end the payment of salary arrears for 2011. The end of August, 2012, all things being equal, will mark the end of payment of salary arrears for 2012.This will cover arrears for January, February and March, 2012 based on the 18% increase in the base pay for 2012. Thereafter, salaries will revert to the May, 2012 levels without any arrears. The 15% Retention Premium will continue to be paid.

2. TEACHERS WHO WERE PROMOTED IN 2010 AND BEYOND AND WHO HAVE NOT BEEN UPGRADED:
The GES IPPD unit is inputting the data of teachers who were promoted 2010 and beyond as an on-going process. Once the employees’ inputs have been forwarded to the GES Headquarters, all attempts are being made to have the upgrading carried through.
3. UPGRADING OF TEACHERS WHO COMPLETED COLLEGES OF EDUCATION IN 2010
The GES IPPD unit has completed the up-grading of the 2010 Batch of Teachers who completed the Colleges of Education and were successful in their final exams. There are, however, few cases where the data entry clerks inadvertently omitted names of some of these teachers. As these names are compiled and re-submitted, their upgrading is being effected.
4. UPGRADING OF TEACHERS WHO COMPLETED COLLEGES OF EDUCATION IN 2011.
The GES IPPD Unit is currently upgrading teachers who completed Colleges of Education in 2011 and were successful in their final examinations. We entreat IPPD coordinators working on such category of teachers to submit their particulars to Accra for the upgrading.
